"Why," you ask? Because we want profile pages to have freedom of customization, but also to have some consistency. This way, when anyone visits a deviant, they know they can always find the art in the top left, and personal info in the top right.
Don't forget, restraints can bring out the creativity in you!

Now remember, the original artist will have more power than anyone else even if you gather an army. Stay calm and don't freak out if you see art being stolen from you or by others. If you see someone having art theft done to them then remind them of the following.

Contact the art theft if possible and notify them that they are committing art theft, if they comply then all is fine, if not then just go to the next step.
Yea, legal laws are kind of awesome because many sites like DeviantArt and Tumblr and such care about the artist, who would've thunk?
Some websites may provide different forms, but generally the universal form of websites you will find are called DMCA reports.
DMCA reports are fine for fan-art so long as you identify that you own the artwork, not the characters. This also works on other medias, does not necessarily have to be artwork.
The original artist has to do this by the way, but if you stay calm and do this step art theft is usually addressed within a few days if not faster. You will need to provide your real information as well, but that's because legal reports need to check you and for you not to be anonymous.
Remember to be professional and to write clear and concisely as possible. Don't report subjectively if you can, always have proof. Provide as many links as you can and detail of any additional concerns as well. DeviantArt has been relatively quick whenever I had to deal with art theft for example.
